[Mono-dev] mini-OS patches.

Hello folks,

    For the sake of better supporting proprietary operating systems, we
need to split some of the functionality that today lives inside #ifdefs
in mini.c

    The current patch splits out the OS-specific functionality into
three files mini-darwin.c, mini-posix.c and mini-windows.c, these mostly
deal with setting up exceptions today.

    Hopefully we can move some more OS-specific code into these files.
