You were talking of the Oracle Client library, not of System.XML!
I admit I didn't test it with a tarball, but it works nicely from SVN.
In theory it should be possible to use, e.g., Mono 2.4 runtime and to
build&install the OracleClient assembly from SVN.
PMG5:mcs andreas$ cd class/System.Data.OracleClient/
PMG5:System.Data.OracleClient andreas$ make
MCS [net_2_0] System.Data.OracleClient.dll
Assembly ../../class/lib/net_2_0/System.Data.OracleClient.dll signed.
