[Mono-dev] latest mono from git now builds on the latest cygwin

If possible it should set up the environment variables as well so that the
1. Install Cygwin
2. Add mono package (with its dependencies)
3. Run install.sh (which calls autogen with all the right cmdline args)
4. Run make
5. 'tis Done
