[Mono-dev] VS build requires cygwin build first?

I am trying the other route of compiling from cygwin:
This step gives error "No such file or directory"
There is a configure.in in the mono source directory, so I tried:
But that gives "line 4: syntax error near unexpected token 'mono,'
