This is Red Hat 9 (probably) using UTF8 on its console; the bytes are
some kind of UTF8 endianness markers I think. I don't think it's
possible to get rid of them in a nice way, but if you do

LC_ALL=C mono myexe.exe

they shouldn't show up.
